大型公立医院现行职称制度改革存在落实公立医院用人自主权与职称管理行政化显著之间的矛盾、打破职称终身制与机制不健全之间的矛盾、医教研发展要求与职称“破五唯”之间的矛盾、行业社会化评审与大型公立医院自主评审并行之间的矛盾、人事管理理念滞后与“动态化”人力资源管理要求之间的矛盾,造成了“不能改、不敢改、不易改、不便改、不想改”的困境。对此,政府相关部门和大型公立医院要协同联动,合力破解困境,推动职称制度改革的进程。
Abstract:
The reform of the current professional title system in large public hospitals has the contradiction between the implementation of the autonomy of public hospitals and the obvious administrative management of professional titles, the contradiction between breaking the tenure system of professional titles and the imperfect mechanism, the contradiction between the development requirements of medical teaching and research and the "breaking five-specialty" of professional titles, the contradiction between the socialized evaluation of the industry and the independent evaluation of large public hospitals, the contradiction between the lag in the concept of personnel management and the requirements of "dynamic" human resource management. These contradictions resulted in a dilemma of "cannot change, dare not change, difficult to change, inconvenient to change, unwilling to change". It is recommende that relevant government departments and large public hospitals should work together to solve the predicament and promote the reform of the professional title system.
