摘要:
目的：分析新医改以来我国医疗资源供给与利用效率的耦合协调发展情况，为优化医疗资源配置提供参考。方法：通过耦合协调度模型、障碍度模型，分析医疗资源供给与利用效率的耦合协调发展及其阻碍因素。结果：我国医疗资源供给水平由落后于医疗资源利用效率到实现超越，但两者的耦合协调度有待进一步提高；人力资源利用效率和财力供给是耦合协调发展的主要障碍因素。结论：以利用效率为导向，加大医疗资源供给；充分考虑各地区差异，因地制宜优化医疗资源配置；加快落实分级诊疗，促进医疗资源供给与利用效率的协调发展。
Abstract:
Objective To analyze the coupled and coordinated development between the supply and utilization efficiency of medical resources in China since the new medical reform, and to provide reference for optimizing the allocation of medical resources. Methods The coupled and coordinated development between the supply and utilization efficiency of medical resources and its hindering factors were analyzed by the coupled coordination degree model and the obstacle degree model. Results The supply level of medical resources has shifted from lagging behind the utilization efficiency of medical resources to surpassing in China, but the degree of coupled coordination between the two needs to be further improved. The efficiency of human resource utilization and financial supply are the main obstacles to coupled and coordinated development. Conclusion It is necessary to increase the supply of medical resources guided by utilization efficiency, fully consider regional differences and optimize the allocation of medical resources according to local conditions, accelerate the implementation of tiered diagnosis and treatment, and promote the coordinated development of medical resource supply and utilization efficiency.
