摘要:
目的：构建健康发展指数指标体系，评价各省（区、市）健康发展情况。方法：基于文献研究和专家咨询，建立健康发展指数指标体系；采用专家评分和层次分析法，确定指标权重。结果：健康发展指数指标体系包括7个一级指标、15个二级指标、46个三级指标；根据2024年指数得分，将31个省（区、市）划分为五组，分别讨论各组的健康发展优势和劣势。结论：总体来看，2024年我国东部地区和特大型城市（如上海、北京）健康发展指数居于全国前列，中西部地区及部分经济欠发达省份健康发展指数整体偏低；应重视卫生健康服务体系和健康影响评价制度建设，助力实现健康优先发展战略。
Abstract:
Objective To construct a health development index indicator system, and to evaluate the health development status of provinces(autonomous regions and municipalities). Methods Based on literature review and expert consultation, an indicator system was established. Expert scoring and the Analytic Hierarchy Process(AHP) were used to determine indicator weights. Results The health development index comprised 7 primary indicators, 15 secondary indicators, and 46 tertiary indicators. According to the 2024 index scores, 31 provinces (autonomous regions and municipalities) were divided into 5 groups, with respective discussions on each group's strengths and weaknesses in health development. Conclusion Overall, in 2024, eastern regions and megacities(e.g., Shanghai, Beijing) ranked highest nationally in health development indices, while central and western regions and some economically underdeveloped provinces showed generally lower indices. It is necessary to attach importance to the construction of the health service system and the health impact assessment system to help achieve the strategy of prioritizing health development.
