摘要:
当前，我国“三医协同”改革面临医疗服务碎片化、医保基金使用低效、医药创新技术转化滞后等核心矛盾。价值医疗视域下，为充分发挥“三医协同”的整体效能，需要进一步创新协同机制，重点设计医保支付方式改革、药品集中采购联动、医疗大数据平台构建等政策工具组合拳，形成“医疗提效—医保控费—医药升级—三医协同”的正向循环，推动健康治理体系从疾病治疗向价值医疗范式转型。
Abstract:
At present, "three-medical coordination" reform in China faces core challenges including fragmented healthcare services, inefficient use of medical insurance funds, and lagging translation of pharmaceutical innovation technologies. From a value-based medicine perspective, in order to fully leverage the holistic efficacy of "three-medical", it is necessary to further innovate coordination mechanisms, design a combination of policy tools including reforming medical insurance payment methods, linking centralized procurement of drug, and constructing medical big data platforms, and form a positive cycle of "medical service efficiency improvement, medical insurance cost control, pharmaceutical upgrading, three-medical coordination", so as to drive the transformation of the health governance system from a disease treatment to a value-based medicine.
