摘要:
着重介绍全民健康覆盖中服务覆盖测量的发展情况和国际层面的测量方法；以世界卫生组织提出的测量原则为框架，分析对我国测量服务覆盖的启示。研究发现，世界卫生组织推荐的服务覆盖评价指标在我国使用的可行性较高，但部分指标存在不足，需要研究并进行调整。此外，我国除了关注费用覆盖，还需重视服务覆盖的测量，推进服务覆盖的体系建设。
Abstract:
This paper emphasized on the development of service coverage measurement and the measurement methods at the international level in the coverage of universal health coverage； and the analysis of the measurement services coverage in China was based on the measurement principles proposed by the World Health Organization. The study found that the service coverage evaluation indicators recommended by the World Health Organization are highly feasible in China， but some indicators are insufficient and need to be studied and adjusted. In addition to paying attention to cost coverage， China also needs to pay attention to the measurement of service coverage and promote the system construction of service coverage.
