摘要:
通过文献分析，对美国医药研发储备管理的具体做法和特点进行梳理，结合新冠肺炎疫情下我国医药研发储备方面暴露出的问题，建议建立以优先领域确定为基础、计划与市场相结合、政府与社会相协同的突发公共卫生事件医药技术研发储备机制。
Abstract:
Practices and characteristics on the reserve management of the US pharmaceutical research and development are sorted out by literature analysis, and combined with the reserve problems exposed by China's pharmaceutical research and development under the COVID-19 epidemic. It is recommended to establish a reserve mechanism of medical research and development for public health emergencies, which based on the determination of priority areas, economic planning with market regulation, and coordination between government and society.
