目的：识别冠脉支架集中带量采购的主要利益相关者，分析政策对主要利益相关者的潜在影响，并提出政策建议。方法：采用利益相关者分析方法，对4省市8家调研医疗机构和3家企业进行定性访谈。结果：集中带量采购对冠脉支架的研发生产、流通供应、临床使用、报销和监管等产生多重潜在影响，进而影响相关医疗服务的及时稳定供应和科学合理使用。结论：强化冠脉支架等重点高值医用耗材治理改革措施的协同联动和跟踪评估，保障集中带量采购政策落实。
Abstract:
Objective To identify the main stakeholders of the centralized collection of coronary stents, analyze the potential impact of the policy on the main stakeholders and make policy recommendations based on interviews. Methods Before the implementation of the centralized procurement policy, qualitative interviews were conducted with 8 researched medical institutions and 3 enterprises in 4 provinces and cities using stakeholder analysis. Results This centralized procurement reform will have multiple potential impacts on the development and production, circulation supply, clinical use, reimbursement and supervision of coronary stent products, which will affect the timely and stable supply of relevant clinical services and scientific and rational use. Conclusion It is recommended to strengthen the coordinated linkage and follow-up evaluation of governance reform measures for key high-value medical consumables such as coronary stents to ensure the implementation of centralized procurement policies.
