摘要:
围绕党的二十大报告提出的“建成健康中国”目标，在梳理总结2016—2020年健康中国建设阶段性成果的基础上，分析了新阶段推进健康中国建设面临的形势，提出了“建成健康中国”的基本内涵、主要特征及保障机制。推进健康中国建设是以中国式现代化推进中华民族伟大复兴的基础性工程，是全面建成社会主义现代化强国的内在目标和重要保障。“建成健康中国”的基本内涵是立足社会主义现代化建设全局，推动全社会建立有利于健康的生活方式、生产方式、经济社会发展模式和治理模式，建成与基本实现社会主义现代化目标要求相适应的健康国家，其基本要求是更加全面、更加协调、更高质量、更为均衡。为此，需要加强党的全面领导，加快建立人民健康优先发展的保障体系和制度体系，完善人民健康促进政策，建立健康中国与科教兴国、人才强国、创新驱动发展战略的协同联动机制。
Abstract:
Focusing on the goal of "completed Healthy China" put forward in the report of the 20th CPC National Congress, This paper analyzes the situation faced by promoting the construction of Healthy China in the new stage, and puts forward the basic connotation and main characteristics of "completed Healthy China", as well as relevant implementation guarantee mechanism suggestions, on the basis of sorting out and summarizing the phased progress of the construction of Healthy China from 2016 to 2020. The article believes that promoting the construction of Healthy China is a basic project to promote the great rejuvenation of the Chinese nation with Chinese path to modernization, and is the internal goal and important guarantee of building a socialist modern power in an all-round way. The basic connotation of "completed Healthy China" is based on the overall situation of socialist modernization, to promote the establishment of a lifestyle, mode of production, economic and social development model and governance model for the whole society, which are conducive to health, and to build a healthy country that is compatible with the basic realization of the goal of socialist modernization, which basic requirements are more comprehensive, more coordinated, higher quality and more balanced. In order to ensure the completion of the goal on schedule, it is necessary to establish a guarantee system, strengthen the overall leadership of the Party, accelerate the establishment of an institutional system to ensure the priority development of the people's health, improve the people's health promotion policy, and establish a coordinated mechanism between Healthy China and Strategy of Invigorating the Country through Science and Education, Talent Powerful Country Strategy, the strategy of innovation-driven development.
