摘要:
我国已启动中成药集中带量采购，但中成药命名标准尚未统一、质量评估机制尚不健全等问题给集采政策设计带来困难。本文基于政策工具理论，对近年来涉及药品集采的政策（共21项）进行分析，分别针对环境型政策工具、需求型政策工具、供给型政策工具，提出中成药集采政策的设计思路与重点。
Abstract:
The centralized volume-based procurement of Chinese patent medicines has started in China, but some problems have brought difficulties to the policy design, including that the naming standard of Chinese patent medicines has not been unified, and the quality evaluation mechanism is not sound. Basing on the policy tools theory, the article analyzes 21 policies of centralized volume-based procurement in recent years, and proposes the design ideas and key points of the policies with environmental oriented policy tools, demand oriented policy tools and supply oriented policy tools.
