摘要:
目的：分析安徽省公立医疗机构医用耗材采购现状，对优化医用耗材采购提出思考建议。方法：采取面上调查、专家咨询等方式，对安徽省1 868家公立医疗机构进行摸底调查，对部分地区进行实地调研。结果：2023年安徽省公立医疗机构医用耗材采购总额195.81亿元；集中带量采购金额33.61亿元（占17.17%），其中国家、省际联盟、省级集中带量采购金额31.92亿元；医疗机构自主采购金额162.20亿元（占82.83%），其中公开招标采购117.35亿元、谈价/询价44.85亿元；安徽省医药集中采购平台线上采购金额132.08亿元（占67.45%），线下采购金额63.73亿元（占32.55%）。结论：公立医疗机构医用耗材集中带量采购应扩围提效，积极探索采购联合体带量采购，加强集采平台交易监管，建立完善激励政策和医保支付政策联动机制。
Abstract:
Objective To analyze the status quo of medical consumable procurement in public medical institutions in Anhui Province, and put forward suggestions. Methods Adopting the methods of survey and expert consultation, 1 868 public medical institutions in Anhui Province were investigated and field research was conducted in some areas. Results In 2023, the total procurement amount of medical consumables for public medical institutions in Anhui Province was 19.581 billion yuan. The amount of centralized volume-based procurement was 3.361 billion yuan(accounting for 17.17%), of which 3.192 billion yuan was the amount of centralized volume-based procurement at the national, inter-provincial alliance, and provincial level, and the amount of independent procurement by medical institutions was 16.220 billion yuan(accounting for 82.83%), of which the public bidding procurement amounted to 11.735 billion yuan and the negotiation/inquiry amounted to 4.485 billion yuan. The amount of online procurement on the provincial centralized medical procurement was 13.208 billion yuan(accounting for 67.45%), and the amount of offline procurement was 6.373 billion yuan （accounting for 32.55%）. Conclusion Centralized volume-based procurement of medical consumables in public medical institutions should expand its scope and improve efficiency, actively explore volume-based procurement by procurement consortiums, strengthen the supervision of transactions on the centralized procurement platform, and establish and improve linkage mechanism for incentive policy and health insurance payment policy.
