摘要:
目的：分析我国省级层面高值医用耗材集中带量采购现状，为优化集采政策提供建议。方法：收集2019—2025年省级层面高值医用耗材集采政策文件，分析采购要素，选择模式划分指标进行k-modes聚类分析。结果：省级层面高值医用耗材集采可划分为竞价比价、比价议价、带量联动、综合评价四类模式，每类模式具有不同的特点、适用情形和注意事项。结论：为提高高值医用耗材集采成效，前期筹备阶段应做好市场调研，精细化设计采购规则；中期招标阶段应保证公开透明，及时防范风险；后期落地阶段应加强执行监测，建立并完善激励机制。
Abstract:
Objective To analyze the current status of centralized volume-based procurement for high-value medical consumables at the provincial level in China, and to provide recommendations for optimizing procurement policies. Methods Policy documents on provincial-level centralized procurement for high-value medical consumables issued from 2019 to 2025 were collected. Procurement elements were examined, and model classification indicators were selected by k-modes clustering. Results Provincial-level procurement models for high-value medical consumables were categorized into four models of competitive bidding model, comparative pricing model, volume-linked model, and comprehensive evaluation model. Each mode exhibited distinct characteristics, applicable scenarios, and considerations. Conclusion To improve the effectiveness of centralized volume-based procurement for high-value medical consumables, it is necessary to conduct market research and finely design procurement rules in the preparatory phase, ensure transparency and timely risk prevention during the mid-term bidding phase, and strengthen execution monitoring and improve incentive measures in the implementation phase.
