摘要:
目的：梳理我国乡村医疗卫生机构的功能实现情况，提出功能定位转型和发展建议。方法：基于我国卫生健康统计年鉴、卫生服务调查等数据，分析乡村医疗卫生机构的资源配置、服务利用情况；对乡村医疗卫生机构的基本公共卫生功能实现情况进行专题调研。结果：我国乡村医疗卫生机构资源配置明显优化，乡镇卫生院服务量稳中有升，但存在分化现象；村卫生室医疗服务能力下降；基本公共卫生服务功能实现效果整体良好，部分传染性疾病和慢性病防控能力仍需加强。结论：精准施策，强化乡村医疗卫生机构的功能定位，全面加强医疗服务功能，持续强化基本公共卫生服务功能，从而全面提升服务能力，切实推进健康乡村建设。
Abstract:
Objective To review the functional fulfillment of rural healthcare institutions in China and propose suggestions for their functional repositioning and development. Methods Based on data from China's health statistical yearbooks and health service surveys, the resource allocation and service utilization of rural healthcare institutions were analyzed. A special investigation was conducted on the implementation of basic public health functions by these institutions. Results Resource allocation in rural healthcare institutions had been optimized, with the service provision of township health centers showing stable improvement, though disparities existed. The medical service capacity of village clinics declined. Overall, the implementation of basic public health service functions was effective, but capacity for preventing and controlling certain infectious and chronic diseases still needed strengthening. Conclusion It is recommended to implement classified and targeted policies for rural healthcare institutions, comprehensively enhance and standardize medical service functions, and continuously improve basic public health service functions to holistically upgrade their service capabilities.
