摘要:
当前,公立医院运营管理组织体系存在组织架构不清晰、职权赋能不足、职权边界不清、成本效益失衡等问题。对此,公立医院应建立包括“统筹规划层—协调运行层—执行层”的运营管理组织体系,明确“发现问题—分析问题—解决问题—落实反馈—考核评价”的运营管理工作机制。各级医院应遵循成本效率、适应性、职能不重叠原则,审慎评估自身条件,以资源有效配置、流程真正再造、绩效切实提升为出发点,选择构建适配的运营管理组织体系。
Abstract:
At present, there are some issues in the operational management organizational systems of public hospitals, such as unclear organizational structures, insufficient delegation of authority, ambiguous boundaries of authority, and imbalances between costs and benefits. In response, public hospitals should establish an operational management organizational system comprising a "overall planning layer-coordinating operations layer-execution layer", and clarify an operational management mechanism involving "identifying problems-analyzing problems-solving problems-implementing feedback-performance evaluation". Hospitals at all levels should adhere to the principles of cost-efficiency, adaptability, and non-overlapping functions, carefully assess their own conditions, and select an appropriate operational management organizational system based on the objectives of effective resource allocation, genuine process reengineering, and tangible performance improvement.
