摘要:
在“健康中国”与全民健身国家战略协同推进背景下，我国县域体卫融合工作由理念倡导逐步迈向制度化探索，推动健康治理从“以治病为中心”向“以预防为主、主动健康”转型，并在慢病防控与健康促进中发挥重要作用。新阶段，我国县域体卫融合工作应坚持“以人民健康为中心”，以县级政府统筹协同为抓手，以紧密型县域医共体为载体，将运动促进健康服务嵌入公共卫生与慢病管理体系，配套财政投入、政府购买服务与绩效激励等组合工具，并以数据标准与平台互联互通支撑连续服务与效果评价，推动服务模式创新与体卫融合产业化，为促进健康公平、提升县域健康治理效能提供坚实支撑。
Abstract:
Under the context of coordinated advancement of the "Healthy China" and national fitness strategies, county-level sports-health integration in China has gradually shifted from conceptual advocacy to institutional exploration, driving the transformation of health governance from a "disease-centered" approach to a "prevention-oriented, proactive health" model, and playing an increasingly important role in chronic disease prevention and health promotion. In the new stage, county-level sports-health integration should adhere to a "people-centered health" approach, take county-level government coordination as the key lever, and utilize compact county-level medical communities as the primary vehicle, embed health promotion through exercise into the public health and chronic disease management system, supported by a combination of fiscal investment, government procurement of services, and performance incentives, support continuous service delivery and effectiveness evaluation by data standards and platform interoperability, thereby promoting service model innovation and the industrialization of sports-health integration, and providing solid support for enhancing health equity and county-level health governance effectiveness.
