摘要:
对我国当下的DRGs、按病种付费和点数付费概念进行了澄清，指出三者都属于按病例支付，后两者是DRGs在我国实践中的异化。同时，归纳了我国DRGs的研究和实践现状，提出医疗服务支付方式发挥作用，还需制定合理的支付价格、对医生行为形成激励机制、控制患者自付费用、支付价格随医疗技术和成本的变化进行调整、多种支付方式灵活组合等。最后指出，临床路径属于医院微观运行层面的问题，政府不应在不同的医院强制推行统一的临床路径。
Abstract:
The current concept of DRGs，disease-based payment and point payment in China has been clarified in this paper. This paper pointed out that all three were paid on a case-by-case basis，and the latter two were the alienation of DRGs in China's practice. At the same time，it summarized the research and practice status of DRGs in China. To make medical payment methods effective，it was necessary to formulate reasonable payment prices，form incentive mechanisms for doctors' behavior，control patient self-pay，and make pay prices change with medical technology and cost changes，offer flexible combinations of multiple payment methods，and so on. Finally，it pointed out that the clinical path belonged to the micro-operational level of the hospital and the government should not impose a unified clinical path in different hospitals.
