目的：测算新疆喀什地区基本公共卫生服务均等化水平，分析区域差异，为实现“健康中国”战略目标提供实证依据。方法：运用熵值法和变异系数法，对喀什地区2010—2020年基本公共卫生服务均等化水平及其四个维度进行测算和比较。结果：2010—2020年喀什地区基本公共卫生服务的变异系数呈不稳定波动提升，总体变异系数为0.591，区域差异较大；其中人力配置的变异系数达0.864，物力资源和财力投入的变异系数分别为0.604和0.500 ，利用效果的变异系数为0.299。结论：2016年后喀什地区基本公共卫生服务水平提高较快，但均等化水平下降；基本公共卫生服务的利用效果相对均等，财力投入相对不均等，人力配置、物力资源非常不均等；大多数县市基本公共卫生服务公平与效率失衡。
Abstract:
Objective To calculate the equalization level of basic public health services in Kashgar, Xinjiang, analyze regional differences, and provide empirical basis for achieving the strategic goal of "Healthy China". Methods Using entropy method and coefficient of variation method, the equalization level of basic public health services and its four dimensions in Kashgar from 2010 to 2020 were measured and compared. Results The coefficient of variation of basic public health services in Kashgar showed an unstable fluctuation and increase from 2010 to 2020. The overall coefficient of variation was 0.591, with significant regional differences. Among them, the coefficient of variation for human resource allocation was 0.864, the coefficient of variation for material resources and financial investment was 0.604 and 0.500, respectively, and the coefficient of variation for utilization effect was 0.299. Conclusion After 2016, the level of basic public health services in Kashgar has improved rapidly, but the level of equalization has decreased. The utilization effect of basic public health services was relatively equal, financial investment was relatively uneven, and human and material resources were very uneven. The fairness and efficiency of basic public health services were imbalanced in most counties and cities.
