目的:分析江西省中医医院人力资源配置效率与公平的耦合协调关系,为优化区域中医药人力资源布局提供参考。方法:利用2016—2023年面板数据,综合运用DEA模型、卫生资源密度指数、空间自相关分析、耦合协调度模型及地理探测器等方法开展研究。结果:江西省中医医院人力资源配置效率总体轻度无效且地区差异显著,公平性水平相对较低,效率与公平的耦合协调度整体处于较低水平,“公平滞后”为主要制约因素;人口密度和路网密度是主要影响因素,其交互效应呈现双因子增强特征。结论:江西省中医医院人力资源配置效率与公平的耦合协调度较低,公平性短板尤为突出;应从强化公平导向、优化效率结构、推动多因子协同与区域联动治理等方面着手,实施差异化调控策略,以实现人力资源配置效率与公平的高水平协调。
Abstract:
Objective To analyze the coupling coordination relationship between efficiency and equity in human resource allocation in traditional Chinese medicine(TCM) hospitals in Jiangxi Province, and to provide references for optimizing regional TCM human resource distribution. Methods Using panel data from 2016 to 2023, the DEA models, health resource density indices, spatial autocorrelation analysis, coupling coordination degree models, and geodetector were comprehensively applied in the research. Results The overall efficiency of human resource allocation in TCM hospitals in Jiangxi Province was mild ineffective, with significant regional differences. The level of equity was relatively low, and the overall coupling coordination between efficiency and equity was at a low level, with "equity lagging" as the main constraining factors. Population density and road network density were key influencing factors, exhibiting a dual-factor enhancement effect in their interaction. Conclusion The coupling coordination between efficiency and equity in human resource allocation in TCM hospitals in Jiangxi Province is low, and the shortcomings of equity are particularly prominent. It is necessary to start from strengthening fairness orientation, optimizing efficiency structure, promoting multi factor coordination and regional linkage governance, and implement differentiated regulation strategies.
