摘要:
合理处方是具备资质的医师根据患者的实际健康需要，遵照诊疗、用药等相关临床规范与指南而开具的处方。医保支付政策、医保监管政策、供给侧改革等都会导致医疗机构收入发生变化，可能影响医师的处方决策。为保障合理处方，医疗机构需研制科学合理的绩效考核方案，避免唯效益论、唯指标论；医保支付、监管、考核等相关政策要与时俱进、不断调整。
Abstract:
Rational prescription is a prescription issued by qualified doctors according to the actual health needs of patients and in accordance with relevant clinical norms and guidelines for diagnosis and treatment, medication, etc. The policies such as health insurance payment, health insurance fund supervision and supply-side reform of medical services will lead to changes in the income of medical institutes, which may affect the prescription decision-making of doctors. In order to ensure rational prescription of doctors, medical institutions need to develop scientific and reasonable performance appraisal programs to avoid focusing solely on benefits or indicators, and the government should adjusted health insurance payment, supervision, assessment and other related policies with the times.
