摘要:
本文探讨了“两个允许”政策的经济学意义,分析我国公立医院薪酬体系的不足之处,认为新医改背景下应通过加大政府财政补偿力度、科学核定绩效工资总量、完善绩效考核分配机制、制定合理的结余分配政策、加强医院内部成本管控等措施,构建新型绩效薪酬体系,充分调动医务人员主动性,坚持公立医院公益性,并实现可持续发展。
Abstract:
This paper explored the economic significance of the “two permissions” policy, and analyzed the inadequacies of the public hospital's salary system in China. Under the background of the new medical reform, we should build the new performance compensation system through increasing the government's financial compensation, verifying the total performance salary scientifically, improving the mechanism performance appraisal distribution, formulating reasonable balances distribution policies, and strengthening hospital internal cost control and other measures. Thus, we can fully mobilize the initiative of medical personnel, adhere to the public welfare of public hospitals, and achieve sustainable development.
