摘要:
医保药品目录管理是中国特色医保制度改革的有效探索方式之一。医保统筹进程中的医保药品目录变迁，包括纳入与调出药品的变化、管理主体的变化、激励作用的变化、经办机构职能划分的变化，以及药品遴选机制的变化。权力归一、制度整合、合理化目录规制是医保药品目录管理取得成效的关键。在此基础上，要缩短医保药品目录准入周期，建立覆盖所有药品临床评价和医保报销的信息化查询评价系统，完善医保药品目录调整机制，提高现代化、科学化和统筹化管理水平。
Abstract:
The management of medical insurance drug catalogue is one of the effective ways to explore the reform of medical insurance system with Chinese characteristics. The changes of the medical insurance drug catalogue in the process of social pooling for medical insurance including the changes of inclusion and exclusion of drugs，the management subjects，the incentive effects，the function divisions of the administrative institutions，and the drug selection mechanism. The unification of power，system integration，and rationalization of catalogue regulation are keys to the effectiveness of medical insurance drug catalog management. On this basis，it is necessary to shorten the access cycle of medical insurance drug catalogue，establishment of an information-based inquiry and evaluation system covering all drug clinical evaluation and medical insurance reimbursement，improve the adjustment mechanism of medical insurance drug catalogue，improve the level of modern，scientific and social pooling management.
