摘要:
如何在国家的政策指导下,利用好“绩效”这一“助推器”和“发动机”,激活公立医院高质量发展的内生动力,是医院管理者面临的新课题。样本医院建立了绩效管理多部门联合协作机制,形成了全院绩效综合目标考核体系,针对不同系列设置基础绩效方案,设计实施了新增医疗服务项目绩效方案、特殊科室个性化绩效方案、专项绩效方案等,成效显著。样本医院的实践启示:把握国家政策,设计以公益性为导向的医院绩效方案;深入临床调研,实行专科助理模式下的绩效方案全链条闭环管理;部门联动,多措并举,形成激活公立医院高质量发展内生动力的绩效管理合力。
Abstract:
Under the guidance of national policies, it is a new issue for hospital managers how to utilize performance as a "booster" and "engine" to activate the endogenous motivation of high-quality development in public hospitals. The sample hospital has set up a multi-departmental joint collaboration mechanism for performance management, formed a comprehensive performance target appraisal system for the whole hospital, set up basic performance programs for different series, designed and implemented performance programs for new medical service projects, personalized performance programs for special departments, special performance programs, and so on, with remarkable results. These are practical implications from sample hospitals, such as grasping national policies and designing hospital performance plans guided by public welfare, conducting in-depth clinical research and implementing closed-loop management of performance plans throughout the entire chain under the specialized assistant model, taking departmental linkage and multiple measures to form a performance management synergy that activates the endogenous motivation of high-quality development in public hospitals.
