摘要:
与CHS-DIP1.0相比，CHS-DIP2.0版核心病组数量减少了18%，分组体系更加优化，反映医疗服务价值更加精准，体现出医疗技术和数据监管的更高要求。DIP2.0版的落地实施，对公立医院管理产生了深远影响，促使医院提升医疗技术和手术操作水平，提高医疗服务精确性和诊断决策合理性，强化成本控制，化解医疗行为异化和道德风险问题。对此，公立医院应深化县域医共体建设，实现差异化发展；健全内部控制机制，防范医疗行为异化；加强医疗队伍建设，提升诊疗质效；善用数字科技，全流程降低诊疗成本，从而更好地适应DIP2.0时代的政策要求。
Abstract:
Compared with CHS-DIP1.0, CHS-DIP2.0 reduces the number of core disease groups by 18%, optimizes the grouping system, reflects the value of medical services more accurately, and embodies higher requirements for medical technology and data supervision. The implementation of DIP 2.0 has profoundly impacted public hospital management, compelling hospitals to enhance medical technology and surgical proficiency, improve the precision of medical services and the rationality of diagnostic decisions, strengthen cost control, and mitigate issues of medical behavior distortion and moral hazard. In response, public hospitals should deepen the development of county-level medical communities to achieve differentiated growth, improve internal control mechanisms to prevent medical behavior distortion, enhance medical team development to improve diagnosis and treatment quality and efficiency, and effectively utilize digital technology to reduce diagnosis and treatment costs throughout the entire process, so as to better align with the policy requirements of the DIP 2.0 era.
